The mod is built into all the "vehicles" and changes the rotational speed of each developed beacon lights randomly to not more than +-5%.
The result will look more realistic, as in real indeed any beacon light has its own rotary motor and thus never rotates synchronously to another.
The mod is purely a visual adaptation for people who like it more realistic.
