Belgian Realistic License Plates v1.1

Changes the license plates in Belgium to be more realistic.

Details:
For Cars / Trucks / Busses (since november 2010):

For Trailers (between november 2010 and october 2014):

For Trailers (since october 2014):

Q = fixed letter
A = random letter, except M, O, T, Q, Z
B = random letter
2 = random number

Overhaul license plates:
- Fix car/truck/bus combinations
- Removed combinations allowed only for Motorcycles, Oldtimers, Taxis and car dealers

Notes:
- Increase priority in 'Mod Manager' to avoid problem with other mods (f.e. ProMods)
- At least game version 1.19 is required for this mod to work.
