A cistern is above or below ground storage for, almost always, water (rain or bore). What this is above is called a (insert liquid type here) Tanker, eg Water Tanker, Fuel Tanker etc etc. Towed trailers (of any liquid type) and the rigid truck versions are never referred to as cisterns. I have heard plumbers talk about toilet cisterns but that's completely different.
